Titan Mining Signs Key Mineral Lease Agreement with U.S. Army
Titan Mining announced that its wholly owned subsidiary, Empire State Mines and the U.S. Department of the Army have executed a term sheet establishing the principal commercial terms for an Enhanced Use Lease, or EUL, to develop a critical minerals processing facility on U.S. Army property. The term sheet contemplates development of the proposed facility on approximately 97 acres of underutilized Army property at Anniston Army Depot in Alabama, providing Titan with a pathway to establish downstream graphite processing capacity within an existing strategic U.S. defense installation. Development would leverage established infrastructure, site access and coordinated utilities planning to support the fast-track construction of the facility. Additional diligence continues at the Pine Bluff Arsenal in Arkansas and Fort Drum in New York. Under the proposed framework, ESM would develop, finance, build, own and operate a commercial-scale graphite processing facility designed to produce value-added natural graphite products, including Purified Micronized Graphite in phase I and Coated Spherical Purified Graphite following customer qualifications, supporting U.S. defense, industrial and energy supply chains. The parties will now continue work toward execution of the definitive EUL and completion of the remaining project-development requirements. Execution of the EUL remains subject to customary conditions, including agreement on the development and energy operating plans, environmental and regulatory matters, appraisal and valuation matters, project financing and Titan Board approval, as well as applicable Army and Congressional processes. Titan continues to advance the Kilbourne Graphite Project in parallel, including its ongoing Feasibility Study, customer qualification programs and commercial development activities.
Titan Mining Advances Kilbourne Graphite Project Permitting Progress
Titan Mining announced significant progress across the federal and state permitting programs for its Kilbourne Graphite Project at the Empire State Mine in St. Lawrence County, New York. Kilbourne remains on track toward the Company's target of commercial-scale natural flake graphite production in 2028. Kilbourne remains on track under the FAST-41 permitting schedule, with all federal permits targeted for issuance by no later than August 2027. U.S. Army Corps of Engineers has substantially completed the public comment period on Kilbourne's Section 404 permit application, advancing the Project into the next phase of federal agency review and technical coordination toward a permitting decision. Phase IA archaeological review and Phase IB field investigation plan for federal permits submitted to the New York State Historic Preservation Office. Biological field work complete; Biological Assessment being finalized ahead of formal U.S. Fish and Wildlife Service consultation, targeted to begin in October. At the state level, the Company has submitted its Joint Application to the New York State Department of Environmental Conservation covering freshwater wetlands and water quality approvals, while advancing the remaining state permitting studies and environmental review in coordination with New York State Department of Environmental Conservation as engineering progresses. Importantly, ongoing engineering and environmental work continues to reveal opportunities to reduce the potential environmental footprint of the Project. Kilbourne's strategic, national importance has been recognized through federal support, including participation in the FAST-41 permitting process and support from the Export-Import Bank of the U.S., which has provided $5.5M for feasibility work and issued a $120M Letter of Interest in potential project financing. Kilbourne is designed to produce approximately 40,000 metric tonnes of natural graphite annually, establishing a significant domestic source of a critical mineral essential to U.S. defense, advanced manufacturing and energy storage, while strengthening U.S. supply-chain resilience and reducing dependence on foreign supply.
Titan Mining Signs LOI with U.S. Manufacturer
Titan Mining is pleased to announce that its wholly owned subsidiary, Empire State Mines, has entered into a non-binding Letter of Intent with a U.S. manufacturer serving the aerospace, defense and advanced industrial sectors for the supply of natural graphite products from Titan's planned commercial graphite facility in New York. The LOI represents an important milestone in Titan's commercialization strategy and supports the company's ongoing customer qualification program as it advances development of a secure domestic U.S. natural graphite supply chain. The Company is building its commercial order book through a series of similar customer agreements as it advances towards allocating significant production capacity for its commercial facility.

Titan Mining Secures Strategic Lease Opportunities from U.S. Army
Titan Mining Corporation announced that its wholly-owned subsidiary, Empire State Mines, LLC , has received Conditional Selection Notices from the U.S. Army for Enhanced Use Lease opportunities at two strategic defense installations - Pine Bluff Arsenal, Arkansas, and Anniston Army Depot, Alabama. The awards are made under U.S. Army RFP No. DACA27-1-26-204 and the Army's newly launched Strategic Capital Initiatives program. Titan is open to other Army sites and will continue to pursue those opportunities. These conditional awards give effect to President Trump's Executive Order 14241, which directed the Department of War to use its Enhanced Use Lease authority to establish commercial mineral refining enterprises on U.S. military bases. ESM's selection is among the first awards issued under this initiative. "For the first time in American history, a critical minerals processing facility will be built on U.S. defense soil, and Titan Mining is the company making it happen," said Rita Adiani, President & CEO of Titan Mining. "These awards mark a turning point in ending America's dependence on Chinese-controlled supply chains, and Titan is honored to lead the re-shoring initiative of critical minerals which are essential to our national security."
