ICF Awarded $20M Energy Efficiency Contract
ICF was recently selected for a $20M recompete contract to continue serving as the lead implementer for an energy efficiency contract supporting a consortium of Northeast utilities and service providers. The contract, which was awarded in the second quarter of 2026, includes a portfolio of new construction, renovation and multifamily energy efficiency and electrification programs which are among the nation's largest and most successful residential energy efficiency and market transformation initiatives

Reports Q2 revenue $474M, consensus $. CEO John Wasson said, "Q2 business trends in our markets were in line with our expectations and continued to reflect the benefits of our integrated business model. Revenues from commercial clients increased 5.9% year-on-year, federal government client revenues continued to improve on a sequential basis driven by technology modernization, and revenues from international government clients climbed by 35%. This enabled us to report total Q2 revenues that were similar to prior-year levels, in advance of our return to year-on-year growth for 2026 with positive quarterly comparisons beginning in this year's Q3...Q2 contract awards of $402M were achieved despite delays in procurement decisions related to federal government proposals. ICF's trailing twelve-month book-to-bill ratio was a healthy 1.09, and our business development pipeline reached $9.3 billion, representing considerable sequential growth. We have seen early signs of an increase in award decisions. Specifically, since the end of Q2 we have been awarded contracts in excess of $200M."
ICF Sees 2026 Revenue Between $1.89B and $1.96B

"We are looking ahead to a strong second half, led by accelerated growth in revenues from commercial energy and state & local government clients, continued double-digit growth in revenues from international government clients, and sequential growth in revenues from federal government clients in the third quarter, followed by a return to year-on-year growth in that client category in Q4. Approximately 90% of the revenues required to reach the midpoint of our guidance range for full year 2026 are already in backlog. We expect operating cash flow to range from $135M-$150M, excluding the impact of restricted cash. These efforts, together with our investments in growth markets, have positioned ICF for growth in 2026 and a return to mid- to high-single digit growth in 2027. Demonstrating our confidence in ICF's long-term prospects, we repurchased 217,542 ICF shares in Q2, bringing our share repurchases to 435,055 for the first half of 2026," Mr. Wasson concluded.
ICF Awarded $35M Contract by Entergy Louisiana
ICF has been awarded a new $35M contract by Entergy Louisiana to implement the utility's full residential, commercial and industrial energy efficiency portfolio to help customers better manage energy costs and improve grid reliability. ICF will support the full energy efficiency program lifecycle for all programs within Entergy's portfolio, including program design and delivery, trade ally and large customer management, technical support, customer marketing and communications, data management and performance tracking.
ICF Awarded $25M Defense Contract
ICF was recently awarded a new subcontract task order by Parsons Corporation to deliver cybersecurity technology and research and development services to the U.S. Army Combat Capabilities Development Command, or DEVCOM, Army Research Laboratory, or ARL. The contract has a ceiling value of $25M and a term of five years, including a 12-month base and four one-year options. ICF will support DEVCOM ARL's Computationally Augmented and Resilient: Situation Awareness, Intelligence, Planning, Mobility, and Defense mission of advancing secure, resilient tactical networks to strengthen military field operations. The company will provide a wide range of technology services, including artificial intelligence (AI), machine learning, network science and systems administration, as well as modeling, simulation and testing.
